Jim Richardson retired from the Indiana State Police in 1999
after serving for over thirty seven years. He began his police
career at Bloomington State Police post in September 1962. He was
assigned to Lawrence County and has lived in Mitchell since that
time. He has served in several capacities with the Indiana State
Police during his career. His first assignment was as a road
trooper. He was also a motor carrier sergeant, public information
officer and a detective sergeant. He was an undercover officer for
over a year.
Jim received his initial training with the Indiana State
Police at the academy in Bloomington. He has been trained in US Army
Transportation School, Scuba School, Organized Crime, Radiological
Defense, Riot Control, Hazardous Materials, Voice Stress Analysis,
Homicide Forensics, Homicide Investigations, Media Procedures, Civil
Liability, Questioned Documents, Photography, Officer Survival,
Criminal Law, Sex Crimes, Language Culture Training, Arson
Investigations, Child Sexual Abuse, Interpersonal Relations, EEO
Training, Drug Interdiction, Reid Interview and Interrogation both
basic and advanced, Credit Card Fraud, Electronic Surveillance,
Investigation Techniques, Cults and Mind Control, Advanced Cults and
Satanic Crime Investigations, Non Traditional Groups, Rape Profiling
and Investigations, Computer Training, Managing the Marginal
Performer, First Line Supervision, Accident Investigations, Kids on
the Internet, Meth Lab Awareness, Salvaging Poor Audio Recordings
and Financial Investigative Techniques
Awards included numerous driving awards with the last being
1,000,000 safe driving miles, Drug Enforcement Administration of the
United States Department of Justice and this was for Outstanding
Contribution in the field of drug law enforcement, State of Indiana
Department of State Fire Marshall on arson investigations, Illinois
State Police on electronic criminal surveillance and National
Exchange Club recognition award for Outstanding, Dedicated Service
with the Indiana State Police and IAPI Shield Award for
extraordinary effort to assist, mentor or share his professional
experience and knowledge with other investigators.
He is married to Carol and has three married children with
seven grand children. Jim and his wife have operated two businesses
in Mitchell for over thirty years.
He is a member of Tulip Street Christian Church, Masonic
Lodge, Scottish Rite and Spring Mill FOP Lodge 172. |

Assistant Chief Steven E. Blair |
Steven Blair is a graduate of
Indiana
Wesleyan University with a Bachelor of Science degree in Criminal
Justice. He has been a
Mitchell
Police
Department officer since April of 1998. He graduated from the
Indiana Law
Enforcement Academy in July of 1999. He is a certified breath test
operator. He is married to April and they have a son and two
daughters.

Michael T. Hardman has been with the Department since March
of 1982. He is a graduate of
Mitchell
High School, attended Davidson College, and is a graduate of
the
Indiana Law Enforcement Academy (I.L.E.A.). Hardman was
second in his class at the
Indiana
Law Enforcement Academy. He is an I.L.E.A. certified
instructor and a National Highway Traffic Safety
Administration (N.H.T.S.A.) certified instructor. Hardman
has completed the rigorous
Indiana
Law Enforcement Academy/Indiana State
Police
Crime Scene Investigators School. He has attended many
training sessions and seminars in various fields.
Michael is President of the Spring Mill Lodge #172 Fraternal
Order of
Police where he has served in numerous offices.. He was
honored by being appointed to the Honorable Order of
Kentucky Colonels. Hardman has extensive training in
computer forensics and is a
certified computer examiner.
Hardman has two children Mallory and Andrew. |

Troy Lobosky is a graduate of the
Indiana
Law Enforcement Academy and a Certified instructor in:
firearms, Defensive Tactics, Law Enforcement Rifle, Dare,
Domestic Violence, and sexual assault investigations. He has
specialized training in Standardized Field Sobriety Testing,
Breath Test Operator, K-9 Handler, Child Abuse, Drug
Interdiction, and Internal Affairs Investigations. He has
attended the Smith and Wesson Academy and the FBI sniper
school. He is a member of the Spring Mill Lodge #172

Chris joined us in July
of 2005 after relocating to
Indiana from southern Louisiana where he worked as a
Sheriff's Deputy. He was in the U.S. Army for four
years and received an Honorable discharge is 2003.
Chris is a graduate of the
Indiana Law Enforcement Academy class 06-165. He is
married with one daughter and currently resides in
Monroe county with his family.
